On December 16, at an extraordinary sitting of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sports, the draft law on amendments and additions to the law “On General Education” was discussed in the first reading.
According to Deputy Minister of Education and Science Zhanna Andreasyan, it is proposed to introduce an improved system of school management. The school management process will be divided into two main parts: educational and administrative. By 2023, a transition to universal inclusive general education is planned in all regions of the country and in Yerevan.
According to another amendment, the government intends to add new content to 12-year education by revising standards, curricula and programs. The goal is to develop exam thinking, innovation, analytical and creative skills with an emphasis on civic, financial and business education. It is planned to consider the content and approaches to teaching science, technology, engineering, mathematics and foreign languages.
J. Andreasyan proposed to discuss the draft law in the second reading at the next regular sittings of the National Assembly, since the government intends to revise the rates of teachers’ salaries. The offer has been accepted.
The deputies of the “Armenia” NA faction recommended holding parliamentary hearings on the draft, as it needs additional discussion and clarification. According to the opposition, for the law to be truly viable, it must be discussed with all interested parties. Chairman of the commission, co-rapporteur S. Gabrielyan positively assessed the draft, noting that it has been submitted for public discussion since June. The chairman of the commission and the deputy minister expressed their readiness to continue debates on amendments to the law with interested parties, taking into account the proposals made.
The project received a positive opinion from the commission. Parliamentary hearings will also be organized.
