Today in Strasbourg, the RA Ombudsman Arman Tatoyan met with the Secretary General of the Council of Europe Maria Pejchinovich Burich.
“During the meeting, I showed by examples that immediately after the war, the Azerbaijani armed forces committed gross violations of the rights of the Armenian population, starting from the moment they appeared on the roads near the villages of Syunik, Gegharkunik regions, and between Syunik communities. shooting, setting fire to pastures, etc.
I especially referred to the blocking of roads in Syunik, noting that the alternative road is not a solution, as the safety of people is not ensured. The road, the civilians and their houses are under the target of the Azerbaijani armed forces.
I stressed that the real solution to eliminate the violations is completely different. It is the removal of the Azerbaijani armed forces from the neighborhood and the roads of our villages.
Must be demilitarized [անվտանգության] Based on the proposal of the RA Human Rights Defender, the zone has already been included in the PACE resolution of September 27, 2021.
I have explained that this does not mean that we immediately decide what or whose territory it is. It will be decided later, at least as a result of delimitation and demarcation, but everything must be done to restore the normal life and security of the people.
During the meeting I separately mentioned that it is a problem that international structures do not visit Artsakh (Nagorno Karabakh). It turns out that there is a place in the territory of the Council of Europe that is not accessible at all, which contradicts the resolutions of the Parliamentary Assembly of the Council of Europe.
I spoke in detail about the release of Armenian captives, the urgency of their return to the Homeland, which are being held illegally in Azerbaijan.
I thanked the Secretary General of the Council of Europe for his statements, calls for an end to the armed attacks at the beginning and after the war, and for his personal efforts.
Maria Pejcinovic Buric praised the work of the RA Human Rights Defender in a difficult and crisis situation.
The Secretary General emphasized the important role of the RA Human Rights Defender in the protection of human rights in the country. Practiced the practice of sending the Defender to the Committee of Ministers of the Council of Europe to implement the rulings of the European Court of Human Rights. I have used this practice myself and he mentioned that we do it together with NGOs.
A number of other issues related to the protection of human rights in the Armed Forces, the protection of women’s rights and the prevention of torture were also discussed during the meeting.
“At the end of the meeting, I handed over my special reports on the mentioned topics to the Secretary General of the Council of Europe,” Tatoyan said.
